Non-Executive Directors

Colin Lynch

Chair

As of January 2024, Colin is Locala's Chair. Prior to this, Colin has also been a Director of Locala since January 2020, and has also been our Senior Independent Director and Vice Chair. Colin has had more than 30 years of experience being on or advising Boards in the UK healthcare sector. Since 2021, Colin has been a Non-Executive Director of North East London NHS Foundation Trust, a major provider of NHS mental health and community services in South Essex, Kent and North East London, and in October 2023 Colin was appointed as their Senior Independent Director. From 1996 to 2017 he worked as a legal advisor with healthcare specialist law firm Capsticks and was their national lead on all commercial, corporate, and major project work. For the last 10 years, Colin has worked in consultancy. He led legal teams on many of the UK’s largest and most complex healthcare transactions, many of them being firsts of their kind. Between 2018 and 2022 Colin has been running his own healthcare projects advisory consultancy. His clients include NHS providers, private sector healthcare businesses and national healthcare charities.

Carrie Wollerton

Non-Executive Director

Carrie has over 30 years of experience across various sectors, nursing leadership, commissioner and provider roles, starting with working as a Community Staff Nurse and District Nurse before moving into joint roles with the Local Authority. Carrie has managed women and children's services within an Acute Trust and then worked within the Yorkshire and Humber specialised commissioning team. Prior to joining Locala in September 2020, Carrie was the Executive Nurse in a CCG for seven years. She led on patient safety, clinical effectiveness, quality, clinical governance and safeguarding adults and children. Carrie has also lead on change programmes including developing the primary care workforce and commissioning a new community services contract. Before this, Carrie worked for 10 years as an Independent External Professional Adviser for the Parliamentary and Health Service Ombudsman on complaints relating to continuing health care.

Kathryn Lavery

Non-Executive Director

Kathryn joined the board in December 2023. She has been an NHS board member since 1998 and an NHS Chair since 2001. Kathryn has chaired NHS Hull (Hull’s Primary Care Trust), Yorkshire Ambulance NHS Trust and is currently chairing Rotherham Doncaster and South Humber NHS Foundation Trust. She is a previous Independent Director of NAVIGO Community Interest Company (CIC) and chairs the Advisory Board of Space2BHeard, a CIC in Hull delivering Talking Therapies. Kathryn currently chairs the Yorkshire and Humber panel of the Advisory Committee on Clinical Impact Awards and is a national committee member of this body responsible for clinical consultant innovation awards. Kathryn has experience chairing several charities including the Hull Kingston Rovers Foundation and The Warren, Hull’s city centre resource for the city’s most disadvantaged young people. For 14 years Kathryn chaired the steering group delivering Humber Business Week. She was an elected member of Hull City Council for 19 years, holding the cabinet portfolio of Business and regeneration. She was awarded the role of Honorary Alderman of Hull on her retirement from local government.

Selina Ullah

Non-Executive Director

Selina is an experienced senior executive with a background in the public sector including healthcare management, local government, and professional regulation working on policy formulation, transformation, service modernisation, regulation and governance. Additionally she has over three decades experience of non-profit organisation management. Since leaving Local Government Selina has embraced a portfolio career, her only criterion being it must be an area she feels passionately about. Selina is the Deputy Chair and Senior Independent Director at Bradford Teaching Hospitals Foundation Trust. She has currently finished an 8 year term with a national health regulator where she led the review and subsequent development and introduction of codified standards for the optical profession and then strategic review of optical education to modernise and transform optical education in the UK. She is a Board member of the Solicitors Regulation Authority which regulates over 165,000 professionals and is a Lay Independent Member of Police Misconduct Hearings. Selina is a Trustee and Director of Manchester Central Library Development Trust, Trustee of Ahmed Iqbal Ullah Race Relations Resource Centre and also chairs a number of charities in the district.

Tony Allen

Non-Executive Director

Tony is a qualified accountant and Chair of our Finance and Resources Committee. His qualifications include being a Fellow Chartered Management Accountant (FCMA) and a Chartered Global Management Accountant (CGMA). Having built a career in both the public and private sectors, Tony joined Locala in March 2022 as a Non-Executive Director. He has expertise and skills in many different areas including finance, risk, governance and health and safety. He has held executive positions in industry, health and care, social housing and membership organisations, and has held Non-Executive positions in the NHS with both an acute trust and a CCG. Tony's public sector positions included Finance and I.T. Director at National Museums Liverpool and the Institution of Occupational Safety and Health. Currently, he is also a Non-Executive Director at Inclusion Housing Group, BRIO Leisure and Mastercall out of hospital.

Tracy Conroy

Colleague Board Member

Tracy has been a registered nurse for over 30 years, working in both hospital and community services and has been a Tissue Visibility Nurse Specialist for more than 25 years. She sees patients throughout Kirklees and is also a Queens Nurse. Tracy joined Locala's Members' Council in 2016 as a colleague representative and has been the Colleague Board Member since February 2022. Tracy is passionate about influencing and shaping the values of Locala and providing a voice for colleagues to express ideas, opportunities and concerns. Tracy can often be found out and about at community events, promoting Locala membership and the importance of looking after skin as part of her Tissue Viability nursing role.
